Evaluated Plaintiffs’ claims of damages. Plaintiff alleged that city imposed delays diminished the market value of real estate, increased Plaintiff’s carrying costs, and imposed costly exactions on Plaintiff. Evaluated “rough proportionality” related to inverse condemnation.
