Dr. Fruits has evaluated the economics supporting appraisals in takings matters.
He has analyzed the development potential and transportation user benefits associated with the projects triggering a taking.
- Assessment of the development potential of Portland's South Waterfront district in the absence of public investment in the district
- Evaluation of the potential benefits of an Interstate interchange on a mixed-use retirement community
- Assessment of the potential impacts of a light rail line on a church and church-affiliated school
Agricultural Land Use
Dr. Fruits has analyzed the economics associated with agricultural land uses and development.
He has been engaged several uniquely successful attempts to unlock value in previously unprofitable agricultural land.
The following are examples of projects on which Dr. Fruits has been engaged.
- Provided the economic analysis to the Oregon Land Conservation and Development Commission (LCDC) supporting the only successful "go below" application allowing the division of a 1,600+ acre property into 40 acre parcels to be sold as vineyards in the Walla Walla AVA
- Provided the economic analysis to Yamhill County, Oregon supporting an exception to exclusive farm use designation (EFU); the exception would allow for the development of a boutique hotel in Oregon's Willamette Valley wine country
Research and Teaching
Dr. Fruits actively researches real estate and land use issues.
He is an adjunct professor at Portland State University in the School of Business Administration the School of Urban Studies and Planning.
